Colombia recognizes Israeli sovereignty over Golan Heights

Turkish parliament approves conditional PKK amnesty law

Turkey's parliament approved legislation on Monday offering a conditional pardon and legal protections to thousands of members of the Kurdistan Workers' Party, or PKK, as part of Ankara's effort to advance a peace process with the group. Colombia quake kills at least 164 as rescuers search

Rescue efforts across western Colombia continued into a second day on Tuesday after a magnitude 7.4 earthquake struck early Monday, killing at least 164 people, with the toll expected to rise as crews searched collapsed buildings and flattened homes. The quake hit the country’s coffee-growing heartland and damaged cities including Cali, Pereira and Manizales, where a tower of a historic cathedral cracked apart. The Colombian Geological Service said the quake struck at 07:34 local time at a depth of 103 km in Chocó province, near San José del Palmar. President Abelardo de la Espriella declared a state of emergency after taking office three days earlier, saying the government would use its resources to protect lives, assist affected communities and deliver aid. In Cali, a city of about 2.2 million people, at least 85 people were killed and several upper floors of a hospital collapsed, trapping some patients and forcing about 600 others to be treated on a rubble-strewn street, hospital director Irne Torres Castro told Caracol television. In Pereira, authorities reported 66 deaths as emergency teams, police, soldiers and volunteers worked through the night with excavators and, at times, their bare hands.

Damage tally: An earlier presidential tally listed 1,575 homes damaged, 37 destroyed, 61 buildings collapsed, 18 health centers, 52 schools and 17 community centers damaged, 18 roads affected and six airports out of service.
Curfews: Cali Mayor Alejandro Eder imposed an 8 p.m. to 6 a.m. curfew, and Cali, Pereira and Caldas set nighttime restrictions to deter looting and help emergency crews work.
Regional shaking: The earthquake prompted evacuations in Bogotá and was felt in Ecuador, Panama and Venezuela, while officials said they did not fear a tsunami.
Aftershock risk: Colombian authorities recorded 21 aftershocks after the main quake, and Chocó Governor Nubia Carolina Córdoba-Curi warned residents about the possibility of more tremors.
No deaths near epicenter: San José del Palmar Mayor León Fabio Marín Moncada said the village near the epicenter had no deaths or injuries, despite damaged roads in and out.
